Shri Ram College of Commerce is better than Delhi School of Economics with a tiny margin because getting in SRCC is more difficult than DSE. What makes SRCC more prestigious? Although, it is affiliated to the University of Delhi granting undergraduate and postgraduate degrees, but you would be shocked to know that it was established in 1926, much before than Delhi School of Economics.* (Delhi School of Economics was established in 1949)If an institution is so old that means it has something special which attracted students for so many years.

Department of Commerce is situated in Delhi School of Economics (DSE). Irrespective of college you choose for M.Com, all the classes take place at DSE. All examination whether internal or finals are organised at DSE.
All notes, faculties who prepare the exam, who check exams papers are of DSE. It does not matter you choose SRCC or any college, you have to attend classes at DSE only. However, attendance is not mandatory but colleges do not provide regular classes for M.Com.
If you have to score goods marks, you need good lectures and healthy relationships with faculty members which is possible if you are in DSE.
It is better to opt for DSE
