Why is the CAT cutoff for this college 40 percentile if this college is the 12th best B-School in India as per MHRD?

Indeed the cutoff is 40 percentile, my friend (general category) got admission in IMI Kolkata after scoring 35 percentile in XAT? kindly explain the logic!!

The cutoff for the institution is not this. Moreover, CAT is not the only criteria that they look at.
