Why is the closing rank of NIT Andhra Pradesh round 2 less in the home state compared to other states?

It happens sometimes. In states like Rajasthan, Bihar, UP home state cutoff always go less compared to other states. It depends on that state student good ranks. If any state, more students score good result, then chances in home state cutoff goes less in case it is a good college.
