Why multiply by 9.5 to convert CGPA to marks?

Factor 9.5 is used because it represents statistical average of the highest performance band. Since a Grade Point of 10 covers marks from 91% to 100%, 9.5 converts a perfect 10 CGPA to a statistically accurate 95%, not an inflated 100%

9.5 is the CGPA to marks factor because it represents the average of marks obtained by students corresponding to each CGPA point, based on historical performance data analyzed by CBSE.

The Central Board of Secondary Education referred to the board results of the previous 5 years. CBSE found average marks of all the students who scored in the top percentile of 91 to 100. The closest average was 95 marks is equal to "A1" grade (equals 91-100 marks or 10 CGPA ). They divided 95 by 10
