Why the cutoff for CSE in VIT - Vellore and Chennai are different despite the fact that both are the campuses of the same university?

Vellore campus is very expensive.
Every one want admission in Vellore campus.
Vellore is first choice of students.
But, in second campus you didn't get luxury facility like Vellore .
So, students are not interested in second campus.
But, in education level both are good.
But, facility is weak point.
