Why the fees of college affiliated with Delhi University is low with the other colleges?

Yes, the affiliated colleges have low fees as compared to private. For example in Delhi, if you want to do B.Pharma course. Dipsar was affiliated to DU. It has fees of INR. 40000 a year. And, if you do same from Jamia Humdard University. Fees is much higher. It's about INR. 72000 per semester.

I know the fee difference but I am asking why is that so? The value of DU degree is relatively more than most of the private universities but they charge more fee than DU.
