Will 12th board marks matter if my RIE CEE is good?

I have unsatisfied marks in 12th. I want to get admission in RIE Bhubaneswar. I'm from Tripura and seats are very limited.

    40 percent will be taken from the marks you have secured, whereas, 60 percent will be based on the entrance exam marks that you will score.
