Will a gap of 1 and half year after engineering create any kind of issue for my admission in top B-Schools?

I am preparing for CAT. After doing my engineering, I took a break for UPSC preparation but couldn't make through it and couldn't find a suitable job.

No, it would not affect admission in too B-School but you have to score good in CAT which justify your hard work.

You Should have a proper explanation for the gap. In interview for good B-Schools they may ask you about gap, so be prepared with good and satisfactory answer.

See, having a gap is not a big issue, they just want to know a valid reason. The interviewer will be curious to know that why you have a gap. And scoring high in exams will definitely provide you edge over other competitors.
