Will a student get admissions in universities at USA if he's got good SAT scores but low percentages in school?

In USA, Universities prefer SAT & TOEFL score rather than Academics, I heard that. There's no partiality. As for rules, they check the GPA of students.

Dear Ankit,
They evaluate every profile holistically, there is not one thing over the other. Saying they don't consider academics but only SAT and TOEFL would be wrong. SAT, TOEFL, etc. are also very much called academics.
Everything from co-curricular and academic grades to intellectual prowess, strengths and weaknesses will be evaluated. There is no single criteria. If you have poor grades but a good SAT however nothing special about your profile they will have little interest in you. An all rounded profile is what they want.
