No, all participating institutes in COAP (Centralized Online Admission Process) won't necessarily have the same number of rounds.

Not necessary. Depending upon the selection process, some participating Institutes may skip, some offer  release window (s) and offers may be released in any of subsequent window (s). Further, some institutes may operate additional round (s). For additional rounds, the procedure followed for offers
