Please specify 4000, as which rank-National or State? If it is national rank, then you will get a good chance of admission. If it is state rank, it is almost impossible, however you can get a seat in self-funded B.Tech Bio Tech programme.

If your rank is all India rank then yes you can get it very easily but if the above mentioned rank is state rank, then chances are less (not so sure). Attend the counselling.
