Yes, you will be allowed to enter the examination hall and write the exam. However, you will not be given any extra time to finish the paper.
Thus, it is advised to keep yourself prepared and leave your home considering the buffer time for traffic, in case you find it. Try reaching the exam centre at least half an hour before the exam time.
