Will I be at a disadvantage as the degree offered is an ICT and not as computer science? Is it recognized?

It is recognized but there will be not much of a difference when you sit for an interview. CS is nothing different but an addition of a couple of extra courses which are to be done only by CS students.

No, there is no disadvantage as far as pursuing ICT rather than pursuing CS. It is one of the best emerging fields either for jobs or research work. Besides, you have a chance of studying the core subjects of CS, IT and EC in ICT curriculum.
