Will I be considered as foreigner?
I did my 10th frm Iran board n 12th in India HSC. Now I want to do diploma in computer engineering, IT or software engineering.

Whether you are foreigner or not it is determined on the basis of your nationality through citizenship and not by from where you have completed your education. Most of the institutes are even not aware about such system and for fee and quota, they may treat you as a regular Indian students
