    Since you are a resident of Haryana, the fact now that you hold an OBC certificate awarded by the central government would lead to doubts about being eligible for admission to DTU (Delhi Technological University). Many institutions keep such conditions, and DTU is one among many other institutions in the light of which usually a student from outside Delhi (whether Haryana) should furnish an OBC certificate specifically from the state's governing body for OBC category to avail a site-specific reservation. A central OBC certificate may not be good for state quotas or any specific reservatioms.
