Will I be eligible for aeronautical engineering in other states?
I have got 68% in class 12th (MPC) from AP board.

Yes, you are but with lesser seats available.
BE Aeronautical Engineering is a 4-year Under Graduate (UG) course with a specialization in the field of aviation and aerodynamics. The minimum eligibility criterion which most of the institutes ask for is a score of at least 60% to 70% (relaxable for reserved category candidates) at 10+2 or equivalent level. -

Presently in India, almost all the states have restricted admissions to the government colleges or government aided engineering colleges to the students who are domicile of states and who are falling into the definition of this domicile. The only way you can seek admission in an engineering college of another state is via management quota seats or of course in the private unaided colleges or deemed universities. Presently these institutions are free to accept students from other states. I therefore feel that yes, you can do aeronautical engineering from other states.
