Yes you are eligible for attending GD/PI of some of the IIM's if you get a call from them. IIM's consider different criteria such as CAT 15 score, Xth and XIIth marks, Graduation marks, work experience etc. in shortlisting candidates for the GD/PI. It is different for every IIM. Once you get shortlisted then at the time of interview you should give them a perfect reason for your backlog and you should assure them that you will clear the backlog before joining the IIM to make into the final merit list.

One thing that you should know is that CAT is not the only thing considered by IIMs. In fact there are colleges like IIM Indore, whose shortlisting criteria includes only 21% CAT weightage. Rest includes factors like your tenth and twelfth marks, gender, etc.
You can use the following tool to know your chances of getting into an IIM :

Apart from scoring 99% in CAT, you must have a good academic background for getting admission in IIM.

Percentile attained in CAT is good but academic background makes it difficult and so the overall ratio becomes less. Nevertheless few institutions can consider you. All the best!

Yes, you are eligible but there are some other criteria like GD or PI also conducted by IIM you need to prepare for that also.
