    You will become eligible to pursue your Ph.D after completing your postgraduate degree and having some relevant experience in the concerned field. There are some good institutes which demand a minimum 3-4 years of work experience to be eligible for Ph.D. They follow the steps like:-
    Written exam
    Research paper presentation
    Interview
    Final merit
    So, to get into a good college, you have to be more experienced and need to do more research based work.

    A Ph.D can be pursued once you complete your Masters. A PGDM is equivalent to a Master's degree. The IIM's and IIT's, all offer PGDM's. So yes, you are eligible to pursue a Ph.D after your PGDM.
    A Ph.D is basically a research project which studies a problem area and provides a solution/conclusion. It's done after working for a couple of years in the industry under a guide. This guide may be a professor in your college, or under your Mentor, or someone from the university you wish to get your Ph.D.
