Will I be eligible to get a good college to pursue CSE with 28000 rank in IPU-CET for B.Tech (general category)?

Considering previous years cut off it seems quite difficult even if you have Delhi residential. IPU attracts a huge crowd and the closing rank for all branches in 2016 for Delhi students went upto 22251 and obviously lower for non resident of Delhi. Hope the answer was helpful to you.
