What is my eligibility to complete Internal Quality Auditor - ISO9001:2015 and IATF16949:2016 (Hindi) course? Can I give certificate for any similar audit for any company or work? Will I be the authorised person?

Yes, for a good institute, you get not only a certificate but you can get a Diploma degree in these types of courses.
