Yes, you are eligible for government engineering colleges through WBJEE. You can consider following colleges: Kalyani Government Engineering College Jalpaiguri Government Engineering College

Yes, you can opt for it but I don't think you would be getting a top branch in that college but surely you can get biomedical branch or of same type which is less opted by students but if this is required then you can go for it.
