Will I get a seat for fashion design program at NIFT? My common merit rank is 28 and category merit rank is 26.

You'll surely get fashion design. I would anyway suggest you go through all the courses once before making a final choice. You would get any course with this rank.

No, but some reservation is there. Out of 30 seats some 5 or 6 seats are reserved.
