Will I get admission in engineering colleges in Mumbai or in any minority colleges? I have scored 73% in HSC board and 60/200 in CET.

No, the mark is very low. You may however get admission under management quota, but you won't get a good college where quality of education is high and good placement opportunities available. You have to find a job for yourself after completing the graduation in engineering.
