Will it matter if I register at IMNU before or after CAT as the last date of registration is after CAT & has already started?

No, It doesn't matter. You can register at any point of time but it is advisable to register as early as possible. You may face slow internet problems or server issues during the last days as most of the candidates might also be in a hurry to register at the last moment. -
No it won't matter. But make sure that you meet the deadline.
