Will LPU student who has completed BBA+MBA 4 years course eligible for IBPS government exam?

There is no special criteria for LPU students in any of the exams. The degree of LPU is valid for every particular job as well as exam worldwide. The only thing to match, is the criteria of the particular exam, a candidate is going for. If the same is met, you can definitely apply for the exam, whether it is private or government.

The degree of LPU is recognised by UGC, so you can apply for any government or private job with help of this degree in both India and Abroad.
