Will pursuing international MBA (Canada) in HR be good for a kick start to become an HR?

I am in IT as a database admin since last 10 years. I'm a B.Tech graduate in IT. I haven't given my GMAT and IELTS yet.

You have a decade of experience in the database field. I would suggest, you should move ahead with HR and if possible HR analytics courses to help you in with the future growth.
That could help you to enhance your skills and move forward in the HR field (the area of your interest) along with your prior experience being considered.
