No, the application fee is not refundable in any case. The candidates can make corrections to the application form but can't withdraw their application form for the UGC NET exam once it is submitted. The steps to make correction in the application form has been given below for the candidates:
a) Visit the official website- UGC NET. NTA. Nic. In
b) Click the Correction Window of Online Application form link
c) Login using the application number, password, and security pin
d) Click on the Correction in the application form link
e) Read the instructions and click on the agreement box
f) Make the required corrections
g) Save and submit the form.
