Will the university acceptance letter matter if we decide to change the university based on the admits we get?

I am planning to study in Germany this winter semester and I already got a university offer. Although there is one more university offer that I am waiting for but not sure when I will receive it. But I don't want to wait until I receive to apply for visa in Consular Services Portal. What to do?
