with a 318 GATE score in Instrumentation stream is it viable to opt for IITs?? what are other goverment colleges I can try??

my GATE score is 318 & AIR is 2620. can I apply to the IITs for M.Tech in Control Systems Engineering? what is the cut-off for shortlisting candidates for written test/interviews? what are the other government colleges with excellent placement record I can apply to for Control Systems Engineering?
