You can try because there is some percentage reserved for the other state students so, probably, you will get admission. I think you must try.

Yes, you can get a college. It is good for all aspects like infrastructure, faculty, environment, etc. -
Your marks are too low in MHCET and also you are from outside category. So there is no chance to get admission for CSE in the mentioned college.
