Eligibility for UPSC: The candidate must have atleast a Bachelors degree from a recognised university to take the UPSC exam. Those candidates with professional/technical qualifications that are recognised by the government as equivalent to professional/technical degrees are also eligible.
For M.Tech / M.E. - To pursue any Masters degree, it is important to be a graduate degree holder from a recognised institution. The same is the case for MBA / M.Tech (For M.Tech the eligibility is to be a B.Tech degree holder).
