Am I eligible for upper primary teacher/IP teacher if I am a graduate with 46% and have done B.Ed degree because I am under OBC category?

Higher secondary 61%, B.Sc with 46%.

    What you score in your previous qualifications doesn't matter, what matter is that you have a B.Ed degree. So don't go with percentage, the percentage is only required for the government sector as it's a GATE pass. If you have the ability to teach students, nothing will stop you.

    As you know the percentage is a gate pass for the further stage. Now, the percentage for general and OBC category candidates is same i.e. minimum 50% aggregate.

    Yes, you are eligible but you will have to do really well in the interview as your graduation percentage is too low.
