The cut off for ST would not be that lower. So this means that you haven't cleared the exam and so you cannot get any college with JEE Mains score. You may try for the colleges with your board exam marks or other entrance exams.

There are colleges in north as well which are reputed and have good education quality. Going to south will be more costly. Good luck. -
