Can a person join the course at a particular stage, directly in third year degree course at any open university after a long gap?

My friend had completed B.Com first year and second year course in a renowned university. Unfortunately he had to leave his course due to many problems. Now it's been 20 years of gap. Now he wants to complete his third year exam . Can he join any university directly in third year stage of B.Com?

    Taking admission after such a long gap, depends upon the University policy and also UGC regulations. So It would be appropriate if you first contact the COE of the University in which you want to take admission
