Can a student who's done a Diploma in aeronautical engg. belonging to another state take admission in IIST in 2nd year via lateral entry?

This institute gives admissions based on the ranking of JEE Advanced. Diploma holders too can apply since diploma is considered equivalent to 12th. But no lateral admission.
