Eligibility Criteria for taking admission is Pass with 50% aggregate marks in 10th, subject to qualifying entrance exam. Yes, you can do it but that is of no use because you need to complete your higher secondary first and then try to proceed with the same.

You can pursue Diploma in any branch of engineering after you have completed class 10th so you can surely pursue Diploma in chemical engineering.

Yes, you can do polytechnic course after your 10th exam not IIT but you have to appear in the exam conducted by state and central for admission in polytechnic.
