Can I expect NIT Raipur with 64 JEE Marks and OBC category (cut-off-70) and as Home State quota. I am expecting 80 percent in CBSE.

as u haven't even clear the cutoff of obc which is 70 ,u will not be consider for NITs counseling i.e.Josaa
if ur marks were 70 or 70+ then there were some chances.
go and get admission in some decent private college.

Don't expect bro.you belong to OBC category and cutoff 70 but you don't get NIT RAIPUR as HOME STATE quota if your marks will be 120.
If your 12 CBSE board % 92+ and if your jee score will be 100+ then you will may get admitted. -
