I have done my graduation in Computer Science Engineering from VTU Karnataka, I have a very less aggregate percentage of 48.5 in graduation, but if I score well in GRE and TOEFL, and make a strong LOR and SOP?

Unfortunately Sailey, 48% is not acceptable by any foreign university. There are standards which you must meet. Atleast 55% is required. Canada and US for that matter are extremely competitive and very high percentile would be required.
