Can I get admission in BTA second year directly because I did Diploma in hospitality and tourism from Government College, Solan (H.P)?

That wouldn't be technically possible. You will not be allowed to skip a year of the degree just because you have a Diploma in the same. You have to appear for the first year and pass its exam after having minimum attendance as per requirement. -
No, you can't get it. PU don't offer you migration from the other universities.
