Can I get NIT Sikkim, Arunchal Pradesh or Mizoram? I have 22 marks in JEE Mains and belong to OBC category. The cut-off is 49.

Sorry to say but you haven't cleared JEE Mains required cutoff so there is no way to get any of the NITs - Sikkim, Andhra Pradesh or Mizoram. You may get admission in any private college on the basis of 12th percentage.

Not qualified means no seat. Get enrolled in some other college or go for some coaching. If you get a seat also, with such a rank basics will be tough for you.
