Can I migrate to a German university from an Indian university to pursue the final year of ECE under exchange programme scheme?

Do I need to take GRE? My IELTS score is 8.5 and I scored 68% in B.Tech (till 3rd-year) with good academic performance. I have scored 88% in HSC and 9CGPA in HSC.

GRE is not required and if you are talking about exchange scheme you have to get in touch with the two universities you are concerned with right now, the one in India where you are currently studying and the one in German y where you wish to go. Best is to get in touch with DAAD too. Check DAAD Delhi website for exchange programmes and norms.
