COMEDK-2025 - Eligibility Certificate from VTU Belagavi for OCI

I am OCI but studied in Karnataka all along (1st to 12th standard). As per COMEDK-2025, OCI candidates are expected to obtain eligibility certificate from VTU Belagavi before applying for the exam. Is this applicable for me? If yes, how to get this certificate from VTU Belagavi?
