Do Canadian colleges give more preference to 10th and 12th while giving offer letters to the students or do they see board, like CBSE?

Canadian Colleges keep track on studious and extraordinary students regardless of board. Also, colleges always prefer 12th pass students as they are complete in case of course eligibility. The board from which the candidate studied is irrelevant in this case.
