Does class 11th marks are considered for getting admission in universities in US? Will good SAT score cover my drop in class 11th?
I had good grades in class 9 & 10 but my percentage dropped to 66% in class 11 due to some personal issues.

Yes, they calculate your class 12th score on the basis of class 10th and 11th marks.
