Eligible For MS(Computer Science) From Germany

I completed my graduation in B.com(Computer Application)and PG in MCM(Masters Of Computer Management)so am i be eligible for MS (Computer Science) from Germany ...and is germany a Good option to learn technology...as USA leading in that race....what is da Future for Who learn From Germany......
