How can I get fee concession in B.Tech govt. college as I am in last year of EXTC branch? I am from open category and took admission by CET.

My profile: 10th marks: 91.20%, 12th marks: 79.54%, CET score: 94% & JEE score: 89%. I am unable to pay whole fees so I want concession. How can I avail it if I am from open category and in last year? I didn't paid 1 to 4 year fees.
