How can I get the first class boiler competency certificate? What is the procedure and eligibility criteria to get the same in India?

I am B.Tech in mechanical engineering graduate (fresher) and I have scored with 60%. I want to join a non-destructive testing course after that I want to apply for boiler competence certificate.
