All English practice is deliberate. If you are motivated, you can learn speaking.
But, you see, without practice, you can't go far.
If you're associated with those who use English, you will get it fast. Otherwise, depend on CNN Students bulletin, for Listening practice. You must never feel that you are not good in English and never fear of talking in English. Never be disappointed for it.
