You can do it online also, but for an interaction, you have to turn to your friends and classmates.
All English practice is deliberate. If you are motivated, you can learn speaking.
But, you see, without practice, you can't go far.
If you're associated with those who use English, you will get it fast. Otherwise, depend on CNN Students bulletin, for Listening practice. Or else, VOA Special English is simple and it provides you coaching in American English. Randall's ESL Cyber Lab is full of practice material for speaking and listening.

Hello Pardhan, the best way is to read English newspapers and watching English channels with subtitles. Reading will help you with vocabulary and watching English movies and series will help you with pronunciation.

You must never feel that you are not good in English and never fear of talking in English. Never be disappointed for it. To learn speaking English, read newspaper everyday and mark all the unknown words, check their meanings in the dictionary and then try to use them in your language. You should also watch English news channels regularly for at least 1 hour per day for a month. If you follow these guidelines, you will definitely see a change in your English speaking skills within a month.

Learn basic grammar, then watch english movies with subtitles. Read English newspapers and converse with your friends in english. Always try to speak in English, and let go the fear of being wrong.

You can join a course in spoken English, read newspaper and collect the vocabulary from newspapers, find their meanings. Download a couple of news and listen to them again and again.
