I did my Polytechnic and engineering after 10th but haven't done 12th, can I apply for MBA in aviation management in Singapore or India?

No, you have to first complete your 12th and graduation it is very important without 12th and graduation you are not eligible for taking admission in MBA. -

You will need a Bachelor's degree to qualify for a Masters programme and you have one. So, you are good to go. Check further MBA requirements such as work experience, GMAT, etc.
