I enrolled for AIBE XVIII (18) Exam but did not appear for it. Can I appear for AIBE XIX (19) Exam without paying registration fee?

No, you cannot appear for AIBE XIX(19) without paying the registration fee. For AIBE 18, the Bar Council of India had announced that candidates who appeared at Rajkot centers for AIBE-XVII will be allowed to participate in the next AIBE-XVIII without having to pay the examination fee again.
